What it is

A statutory annual inspection of every gas appliance, flue and section of gas pipework in a rented property, carried out by a Gas Safe registered engineer. It ends with a Landlord Gas Safety Record — the document everyone calls a CP12 — listing each appliance, the checks performed and any defects found.

Who it's for

Landlords and letting agents renting out property in England and Wales, who are legally required to hold a valid record for every let. Homeowners also book the same check voluntarily — usually before selling, after buying, or alongside an annual boiler service.

When you need it

Every 12 months. The check can be carried out in the two months before the current certificate expires without shortening the renewal date, so booking early costs you nothing. New tenancies need a valid record before the tenant moves in, and a copy handed over within 28 days of the check.

Why use a professional

It is a legal duty under the Gas Safety (Installation and Use) Regulations 1998, and enforcement is real — but the more immediate reason is that the check finds the things that actually hurt people: a cracked heat exchanger, a blocked flue, a leaking joint, a burner running rich and producing carbon monoxide.

If you leave it

  • An unsafe appliance keeps running. Carbon monoxide has no smell and no taste — a spillage test takes minutes and is the only reliable way to catch it.
  • You lose your defence if something goes wrong. Without a valid record, a gas incident becomes a very different conversation with your insurer and the HSE.
  • Buildings and landlord insurance policies routinely require an in-date CP12. A lapsed certificate can invalidate a claim that has nothing to do with gas.
  • Section 21 possession in England is affected by gas safety compliance — a missing record can undermine a notice you have already served.
  • Small faults become expensive ones. A slightly out-of-range gas rate or a corroding flue seal is a cheap fix now and a boiler replacement in two winters' time.

Common DIY mistakes

  • Assuming a boiler service and a CP12 are the same thing. A service cleans and maintains one appliance; a CP12 is a safety inspection of every gas appliance, flue and pipework run in the property.
  • Booking whoever is cheapest without checking the engineer's Gas Safe registration card and the specific appliance categories on it.
  • Leaving the renewal to the last week and then finding the property is untenanted, inaccessible or the tenant will not answer the door.
  • Not giving the tenant a copy. The check being done is only half the duty — the record has to be issued within 28 days, or at the start of a new tenancy.
  • Forgetting the appliances that are not the boiler — gas hobs, gas fires, back boilers and instantaneous water heaters all fall inside the inspection.

The Detail

The term 'CP12' comes from an old CORGI form number and stuck. Legally the document is a Landlord Gas Safety Record, and what it certifies is a defined set of checks. Here's what that actually involves in a typical West London flat or terrace.

What the engineer is legally required to check

Four things, for every gas appliance: that it is on an effective flue that removes products of combustion safely; that there is adequate permanent ventilation and it is clear; that the appliance is burning gas safely and at the correct operating pressure and heat input; and that its safety devices — flame supervision, overheat cut-outs, pressure relief — are working. Alongside that, the gas installation pipework is tightness tested and visually inspected, and protective equipotential bonding is checked. Anything that fails is classified using the Gas Industry Unsafe Situations Procedure as At Risk or Immediately Dangerous, and the outcome is written on the record whether or not you like what it says.

CP12 versus a boiler service — they are not the same job

A gas safety check answers one question: is this appliance safe right now? A service answers a different one: will it still be working well in twelve months? A service means stripping and cleaning the burner and heat exchanger, checking the condensate trap, the expansion vessel charge, the seals and the electrodes. Most boiler manufacturers, Vaillant included, require an annual service to keep the warranty valid — a CP12 alone will not keep a guarantee alive. If you own the property and rent it out, you generally want both, and doing them in one visit saves an access appointment.

Timing, renewals and the 'two month rule'

The record is valid for twelve months from the date of the check. You can have the check done up to two months before the expiry date and keep the original renewal date, rather than resetting the clock — so there is no penalty for booking early and no reason to leave it late. New tenancies need a valid record before the tenant takes occupation, and a copy has to reach them within 28 days of the check being carried out. Access problems and untenanted property

The most common reason a landlord goes out of date is not cost — it's access. If a tenant is not engaging, keep a written record of every attempt to arrange the visit; it demonstrates you took all reasonable steps. In practice, we find giving the tenant a direct number and a two-hour window solves most of it. For empty properties we can collect keys from a local agent. If the gas is capped and no appliance is in use, tell us before the visit and we will advise what is actually required rather than sending an engineer for nothing.

When the check finds a problem

It happens, particularly in older Acton and Ealing conversions where flues have been boxed in during past refurbishments. If an appliance is Immediately Dangerous the engineer will ask permission to disconnect and cap it — the tenant cannot be left with a live carbon monoxide risk. At Risk appliances are turned off and labelled. Either way you get a clear explanation of the defect, what it will take to correct it, and a quote. Because we run our own plumbing and heating team, remedial work usually happens within days rather than weeks, and a re-check is issued once it's done.

Carbon monoxide alarms and the wider duty

Since 2022, English regulations require a carbon monoxide alarm in any room used as living accommodation that contains a fixed combustion appliance — that includes gas boilers, but excludes gas cookers. Alarms must be repaired or replaced once the landlord is told they are faulty. We check for a working alarm as part of the visit and will tell you plainly if one is missing or past its end-of-life date, so you are not compliant on gas and exposed somewhere else.

Yes. Every gas appliance the landlord owns and provides is included — hobs, cookers, gas fires, back boilers and water heaters, not just the boiler. Appliances owned by the tenant are not covered, though the connecting pipework still is.
